General Description and Classification Standards
The Safety and Security Manager is responsible for executing a broad range of tasks and projects for the City of Atlanta Mayor's Office of Emergency Preparedness. This role encompasses managing the activities involved in designing, delivering, and assessing safety and security training and development programs for assigned departments. The Manager provides administrative oversight, personnel management, and operational leadership to protect City personnel, property, and surrounding grounds. Additionally, this position coordinates and supervises life safety and security programs at various City facilities, collaborating with internal and external stakeholders to ensure a secure environment.
Supervision Received and Exercised
The Safety and Security Manager reports directly to the Deputy Director of Emergency Preparedness - Infrastructure Readiness and provides project and technical direction to professional, technical, and support staff. This position also supervises two Safety and Security Coordinators and works closely with the City of Atlanta Safety professionals and the Risk Office.
Essential Duties & Responsibilities
- Provide overall management for all services and activities related to facility and event security, life safety, crowd management, admissions, and emergency preparedness.
- Team Leadership: Manage, mentor, and evaluate two Safety and Security Coordinators. Collaborate with City of Atlanta Safety professionals and the Risk Office on strategies for incident prevention and response.
- Stakeholder Collaboration: Work closely with retired APD staff at critical locations such as City Hall, Public Safety HQ, and the Public Safety Annex to enhance safety protocols.

Compliance & Training:
- Plan and direct safety/security programs to ensure a safe and healthy work environment, in compliance with OSHA, ADA, and other regulatory guidelines.
- Develop and deliver security and safety training programs for City of Atlanta employees and contractors.
- Technology Management: Oversee the use and management of security platforms such as S2 Lenel Access Control, FUSUS, and video surveillance systems. Ensure enterprise-wide efficiency and reliability in credentialing and access control systems.

Emergency Preparedness:
- Develop and execute building evacuation drills, fire emergency plans, and other life safety protocols.
- Direct property-wide safety inspections, focusing on risk mitigation and loss prevention for events and non-event operations.
- Incident Response: Identify potential or existing security threats and provide mitigation strategies to leadership. Ensure department-wide readiness for emergencies caused by fire, storms, riots, or other crises.
- Policy Development: Create, publish, and maintain safety and security procedures for all City of Atlanta properties.
- Resource Management: Assist in budget preparation, monitor expenditures, and recommend capital investments in emerging security technologies.
- Collaboration: Establish and maintain effective relationships with law enforcement, fire, EMS, and other safety organizations. Act as a key liaison with local businesses and public safety entities in Metro Atlanta.
- Serve as Security Manager on Duty (SEC-MOD) on a rotational basis, maintaining authority over security operations during assigned shifts.
Applies organizational policies and interprets guidelines. Recommends policy exceptions as necessary.
Knowledge, Skills & Abilities
- Leadership: Strong ability to manage teams, prioritize competing tasks, and provide strategic direction.
- Technical Proficiency: In-depth knowledge of access control, video surveillance, fire suppression systems, and related security technologies.
- Communication: Excellent verbal and written communication skills, with the ability to train and mentor staff effectively.
- Crisis Management: Skilled in handling emergencies, conflict resolution, and decision-making under pressure.
- Industry Knowledge: Familiarity with ASIS, BOMA, OSHA standards, and safety regulations.
- Ability to work extended and irregular hours, including nights, weekends, and holidays as needed.
- Meet physical demands such as lifting, climbing, and working at varying heights.
- Operate light equipment, such as golf carts and pallet jacks, as well as standard office and security tools.
- Adapt to moderate-to-loud noise environments during facility operations or events.
QUALIFICATIONS
Preferred Education & Experience
- Bachelor's degree from an accredited college or university.
- Five to seven years of experience in safety, security, or event management.
- Equivalent combinations of education and experience will be considered.
- Security Certifications: ASIS certifications (e.g., CPP, PSP, APP) preferred.
- Safety Certifications: OSHA or ASSP certification programs preferred.
- Professional Development: BOMA certifications (e.g., RPA, FMA) preferred.
- Emergency Management Training: NIMS/ICS certifications, including IS-100, IS-200, IS-700, IS-800; ICS-300, ICS-400.
- Valid Georgia driver's license.
